I have to wonder who they are paying for the PRR heritage rights...

Um, they own it since they purchased that part when they bought Conrail. CSX got the NYC heritage,

Anyone wondering how the corporate identities evolved into modern-day CSX and NS should read The Men Who Loved Trains.

I'm fairly certain that NS owns the rights to PRR; PRR's corporate identity survived through Conrail into NS.

No, I'm not. And why in every single post do you have to doubt someone's reply or thoughts?

CSX still uses NYC reporting marks on their cars and NS still uses PRR.  Don't know if it means they still have rights on the names.
