How about the MTL vertical brakewheels they use in their tank cars?  They have that old-fashion pretzel-like look.

Those would work, but no way to mount them to piano wire.

The stem that is molded with them is not long enough?

Keep in mind, the stem can end up 6-7 feet long on some of these narrow gauge cars. Especially if on a flat.

Just masking tape.

I had some bad things happen with the standard tan color masking tape so I stay away from using it in permanent applications.  The adhesive seems to dry up after several years or turn gooey, causing the edges to curl up or even the entire pieces falling off.  How reliable the adhesive is might depend on the tape's brand (like 3M vs. other brands like Duck or generic tape), but none of those tapes were designed for permanent installation.

You can cut the stem off as flush to the hub of the brake wheel as possible, then tape the wheel down using transparent tape and drill down through the hub with a #80. Finicky but doable.

I used to have black masking tape from work that the corners would peel up on. I would coat the edges with thin ACC to hold it down.
