It looks to me like an artifact of hand retouching of the photo.

I'm sorry Dave, I'm afraid I can't do that.

No I think it actually is derailed, the axle is sloping down to the left. Wonderful load though, what a story there!

Yes but the opposite-side wheel looks to be in the proper place.

To me the opposite wheels look very high. Like the flange is behind the rail, but the wheel tread might not be touching it.

The near rail doesn't look to be in too good a condition, so I wonder if it has rolled over?  That would leave this side derailed, while the other side is still on the track.  If it happened at low speed, or while stopped, it might have been left until the picture was taken.  It looks like the picture was taken during loading or unloading, which would have put some stress on the rails, and I have seen a rail that turned over while the car was standing, in Pasco yard.  That happened during a wind storm, and the side pressure turned the rail.

I didn't realize that steel-frame flatcars with cast-frame trucks were already common in 1898.

I question the date of that photo.  I would bet that photo is more likely taken of the Holland at the end of her career (1915 or later) after it was stripped down and shipped between Norfolk, Philadelphia, New York, and New Jersey for display before being scrapped by 1932.

Pretty certain there's nothing wrong with the wheels or rails. When you look at the original image at full resolution, you can easily see all of the really sloppy hand-touching work that was done. Plus, I doubt the crew in the photo would be casually posing like that if the car was actually derailed.

Lately I've been jumping around between projects, working on whatever inspires me for the evening.  On the main layout, I've been coloring some rock:

And more recently, I've re-started a small switching layout project.  Since I don't really know when I'll be able to run trains on my Hudson Valley Lines (due to the size of the overall project), I thought I'd see if I could quickly put a switching layout together to let me run trains when I feel like it.  I'm calling this the South Bergen Industrial.  Build thread started here: https://www.therailwire.net/forum/index.php?topic=46699.0

I tend to agree, based on the attire being worn.
