Since I don't model the Pennsy, got no dog in this fight.  My observations from the Top Hobby video:

1.  Sound is solidly good.  Wonder what kind of speaker is in there . . .
2.  Starting speed is way too high, and jerky.  I suspect this can be modified via changes to the BEMF parameters.  But honestly, I wouldn't tolerate that kind of start from one of my steam locos.
3.  Chuff/driver rotation matching looks good.  Somewhere I read that the Paragon 2 decoder is based on a QSI design (does anyone know if that is true?), and I will say that some of the best chuff-to-driver-rotation matching I have observed in N scale was with the QSI decoder in the Walthers/LifeLike 2-8-8-2 N&W Y.

If the starting can be smoothed out and set to something approaching tie-creep speed, this looks like an exceptional model.

But how much of that is just "newness?"  Hard to say.  Don't know about your experience but usually my new steam locos are a bit jerky and jack-rabbitty until they've had a good 10-15 minutes of running time to get that lube nice and distributed.

It looks, runs, and sounds better than my homemade M1, and that's already a win, LOL!
