You realize this is on the level of track cleaning for personal preference chaos right?

I personally use Foam Safe Liquid Nails spread thin over the wood then clamp with Drywall screws in from the top Only removing screws where they interfere with Scenery. In the past I tried to use Wood glue, but made the fascinating discovery that while the tack keeps things roughly together. The foam is just good enough an insulator that the glue never fully cures and you might get a glue Volcano sprouting from where you planted a tree.

I don't think brand names matter a wit. As long as it's safe for foam and it's a construction-grade adhesive, it's good. Low VOC is up to you.

I use Liquid nails as well.  It is useful for a lot of layout building projects and does not have a solvent smell.

I as well.  Worked fine.  There are other good choices, but this worked for me.

I'm sorry Dave, I'm afraid I can't do that.

Liquid nails projects.

I use this or Loctite PL300, whichever I have on hand.

...Loctite PL300...

Same here, but give it a couple of days to cure. Gorilla Construction Adhesive works well, too.

I tried Glidden Gripper as recommended for using with pink foam by a YouTube crafter with a big following, but discovered the hard way that if you put it on too thick, it never dries. Like @dem34 's glue volcano.

Loctite "Power Grab"...  The foam on my HOn30 modules was glued down with this about 20yrs ago and it's still holding strong as ever.

Liquid Nails for Projects works as well as anything. Keep in mind that any water based (non-solvent) adhesive requires someplace for the water vapor to go in order to dry. The raw wood face of the plywood underlay will only absorb a small amount of water, so keep the layer of adhesive very thin. Joining foam to foam is more of a problem since neither surface will absorb water. Maybe some of the spray contact adhesives used by upholstery shops would work.

I have pulled up sections of foam to foam layers and found the adhesive in the center still not set after several months. It was only “dry” around the edges.

Same, but... I've also heard that Loctite Power Grab is really good too. I haven't tried it yet but am looking for an opportunity to.

It's always entertaining to see Dave Meek use drywall screws in Styrofoam. I know it's just to keep things together while the foam glue dries, but still...
