For smaller projects, I've been using Hot Wire Foam Factory's "Styro-Goo" to attach things to foam. I've been using it to mount servos to the underside of the foam and I'm pleased with it. I don't see any reason it can't be used for bigger projects, I just haven't done it yet.

I use the cheapest caulk available.  It holds the foam to the plywood, but easy to pop off and repair.  I use the same stuff to glue up styrofoam scenery layers- really fast and easy.
