UPDATE: Just tried the IE 11 (which I very rarely use) included with Windows 7. I see the same error you are seeing. As far as I can tell (looking at updates in Programs and Features/Installed Updates) there were no Windows updates done recently.
Same here, TLS error message when all TLS settings are enabled on the IE11 browser. Have a screenshot if you want it, also showing TLS enabled. Happened on two different machines on the same day, both IE11. Chrome works fine. No changes applied in either browser.
Well, that's somewhat reassuring to know it might not be me.The crazy thing is that another site I use regularly won't open in Chrome, so now I must keep both browsers.
