Watched a video last night on FB showing these "artist-vandals" at work on this. I guess lines of stored locomotives just sitting there make an easy target.

Sorry, but as boring as locomotives are today, the railroads should think about doing this sort of thing themselves. It would generate interest in trains, increase their licensing revenue, and make railroads fun again. Normally I don't like most graffiti, but this was more a work of art, not necessarily for the imagery (it's edgy but rough, IMO), but the technical skill it took and the sheer will of pulling it off.

Circus City Decals has the cab decals in both HO and N scale.So which of you guyz will be the first to model this beast?

It wouldn't have to cost the railroads anything.  Just offer the artists a safe place to work, and a few guidelines (no obscenities, etc), and let them have at it.  For these folks, a "safe place" wouldn't have to be more than a siding with a blue flag.  The legitimate artists would probably be quite happy to work with the railroads, and be able to take credit for their works.

I like the way the handrails contrast with the nose art.  It actually improves their visibility, which should be a safety benefit.  Unfortunately, the eyes would have to go, so the crew could see out.  That would be another advantage to "legalizing" the art.  The railroads and the artists could work out how to either protect the "unpaintable" parts and the required lettering, or work them into the art.  I've seen a few cars where the artist painted over the data, then repainted it as part of the art, but still clearly readable and in the right format.

Clean the windows stick a shield on the nose and some scotchbright on the side and you're good to go

Some European railroads have done it a few times. It was always a huge fight, who will pay for it when the engine needed repainting. Usually they just painted over it with the regular paint.
