First thought these looked like those CP only gons Exactrail is doing, but evidentally not so...

However, it is interesting that they share those odd inset trucks...

What's the point of the inset trucks???  Some sort of clearance or weight distribution issue???

Most likely both. Some of the industries these gons serve have tight clearances. Plus, you have a higher side 65' Gon and most loads that gondola's carry are pretty heavy, so have the wheels inset a little farther in may add to the stability of the loaded car.
