They are under the Intermountain listing. Could be the ESM cars, however? Anyone heard of Intermountain making these?

Eastern Seaboard Models is the manufacturer.  InterMountain is the primary distributor.  Pics of preproduction #2201 and #2203 are featured on the ESM website at http://www.esmc.com.

So ESM makes the gons who sells them to IM who distribues them primarilly to Walthers or Horizon who distributes to their LHS who sells it to you....

If this goes by the normal route of what InterMountain does...

InterMountain gets the parts from the initial manufacturer and manages the overseas assembly and painting of the models. They then distribute through their dealer network.

So the "little guy" (ESM in this case) doesn't need to go through the learning process of working with China nor have to advertise and manage a dealer network. It's a win-win when it works.

This is how the Centralia Car Shops cars work in N and HO, as well as Tichy and A-line in HO.

Actually, ESM already has an established relationship with China, first developed through the release of its painted/printed injection-molded passenger car sides a couple of years ago.  ESM is utilizing IM's strong distribution and marketing arm to introduce its first original R-T-R product, however, as it gains far more exposure through this avenue, so that assessment is accurate.
