Maybe. But maybe not. I know someone who had something similar happen years ago too.

Is this the CNW one with the bird on the side ? I thinks it's the shell. I have stripped hundreds of Kato shells, never had a problem but my CNW shell turned out the same way

Like someone mentioned, they might have decorated those cars using UV-cured ink-jet printing instead of Tampo printing.  Kato has used that technique in the past on some Amtrak cars.

Yes, but that is not optimal.  You could try Lye-based stripper like Castro Super Clean or EasyOff Oven cleaner (the original formula). There are several different stripping solutions modelers use, Isopropanol is not the only choice.

Then there is also Testors ELO, but I had some issues with it reacting with the plastic Kato uses.

The phase I Amfleets must have been one of those. Did an IPA soak and the silver came off, but not the stripes! Ended up using lacquer thinner and qtips to get the stripes off.
