Are Z scale decals available for the Western Pacific RR? In particular I'm looking for the herald.

If all you need is the herald you might find one in an N scale set.  For many years Walthers HO decals were the main source for N scale heralds.

Thank you for the suggestion. I've already looked and what I need is about half the size of the smallest in N. Searching online has turned up nothing.

That is a problem.  I had the same problem with diesel nose heralds in N scale in the early years.  HO diesel heralds worked fine for freight cars, but not for the diesels.

Consider “rolling your own”...
Since your herald is black, red and either silver or white, print it on a laser printer and apply over a rectangle of white.   If you need silver print a white version so the white/silver area doesn’t print and apply over a rectangle of silver.
