Found the prototype for Lionel 3 rail track

Chicago's Red Line, has a third rail down the middle (also, an electrified rail on the side).

It continues for quite a ways.  Any thoughts on what it's for?

Something to do with signaling and/or control, but non-contact. Note the wires going to the end of this segment:
