Is the observation car Frank Thomson really an original 1949 Broadway Limited car?
IIRC, the BL observation cars were named either Mountain View or Tower View.

Judging by the schedule, it will be tacked on the end of the Amtrak Pennsylvanian.
If you watch it go by on the Horseshoe Curve webcam, you'll see other private varnish cars on the end of it every so often.
Sometimes, a second Genesis loco will be added to handle the longer consist.

Supposedly, Amtrak stopped operating special/extra movements beyond their regularly scheduled trains, such as those for the AAPRCO.
Private cars are still being handled, but with new restrictions and at higher rates.
Amtrak was concerned about the handling of private cars adversely affecting train schedules, so now they will only be carried on specific trains and added to/removed from those trains at a limited number of locations. 
For example, you could request to have your Peteski Palace car conveyed from Boston to Washington, but if you wanted it switched out of the train at Baltimore (to attend the Timonium train show, for instance) then that request would not be accommodated.

Ah, so the situation is not as grim as originally expected.  But for now Peteski's Palace is firmly planted in a fixed location.
