Conrail's SD70's

Perhaps the Conrail Mafia here can help me with this.  Okay, so NS technically took control of CR in June 1998. The first NS spec SD70's arrived then. Does anyone know the inside baseball of this order? Was it actually Conrail that placed it?As in they actually wanted them or did they just buy them because they were just doing NS's bidding?  Are there any other examples like this in regard to other mergers?

Basically, Conrail wanted more 80macs. Its future owners said "no", and instead got SD70s and SD70macs that better fit in their rosters.

I believe some early CR U23B's were ordered by the Erie Lackawanna  (but delivered in CR paint)

Some  (3?) UP AC6000's were ordered by SP.

Not ordered to N&W specs, but certain locos on order by NKP/WAB were delivered after merger in N&W paint.
