How would you go about building a scene, structure etc to intergrate into a future layout?

If it was just a smaller scene, I'd build it on a piece of Masonite or plywood so it could be dropped into a space on a larger layout. Anything larger, I'd consider building a module that could be attached to the benchwork of a larger layout.
