Unable to attach photos

Photo attachments with my iPad 2 will no longer load.  Has something changed?

"The upload folder is full.  Please try a smaller file and/or contact an administrator."  The iPad camera makes images in Jpeg.  I have tired my cell phone that uses jpg and get the same thing.

That sounds like the website rather than your phone.  Can you upload to a photo service and link to that?
