Are the 4-pin plugs for the Atlas N scale signals a commonly available part available from places like Digi-Key or Mouser? I could see other uses for them if I could get them.

No, its much smaller than that. For the male, the outside dimensions of the plastic case are something like 6.98mmx3.35mm.
