Weird!  Looks like Phase III paint job with Phase I arrow thrown in!  But considering that Phase III is my favorite (and the current livery is my least favorite), it is a very welcome sight.

Amtrak America?  I wonder if this is is a new (retro) paint scheme.

http://www.railwayage.com/index.php/passenger/intercity/amtrak-viewliner-ii-baggage-car-field-testing.html

If you don't want to read the entire article, here's two pertinent pieces of information on the Viewliner II passenger cars:

"The baggage cars are part of a larger order for 130 single-level, long-distance Viewliner II passenger cars, which also include diners, sleepers, and baggage-crew dormitory cars."

"According to Amtrak spokeman Steve Kulm, 'With the launch of the Viewliner II, Amtrak is also launching Amtrak America, a brand that will encompass all that is great about Amtrak’s long-haul trains, including those with sleeper class service. Amtrak’s route brands will continue, and this brand will make overall service offerings clear to our customers and stakeholders. Amtrak America will utilize our Phase Three striping on the Viewliner IIs as a tribute to our heritage. The first cars released from production will also carry Amtrak’s historic logo in honor of our past.'”  (Emphasis added.)

Putting the Arrow on the ends of the car in line with the stripe would have 'MADE' this scheme PERFECT!..

Phase 1 scheme with Phase 3 stripes...

The addition of the small arrow above the stripe makes it appear as an afterthought..

These sound great! Amtrak needs new equipment all around, even the Superliners are getting a little dogeared. According to the article, they're slated for eastern routes, so it's unlikely Robyn and I will have the opportunity to ride full trainsets of the new stuff (our long-distance Amtrak travel is invariably west from Chicago). However, I can hope that by offering some relief for the fleet, there will be a program to cycle the Superliners through a refurb.

We're launching a new brand... For the same services that we already offer... In a different paint scheme... To make things clearer...

A New Brand, for the same service.. in an old paint scheme... with an older logo..

To make it clear for your stakeholders   :?  You mean the government...

Yeah that plan sounds like it'd make total sense to your stakeholders!! :)

"government" and "Logic" don't belong in the same sentence without "has no" between them

Though I wish and hope they would cycle the Superliners through the shop to update them, where is that funding going to come from? They can barely get the funding as it is it seems. Heck I see the end of LD departing Chicago before I the Superliners getting properly refurbed.
