Hornwrecker would know this problem well. Brass players know this as "brass rot" or "red rot". It's basically a surface corrosion which usually stays shallow, but if left unmanaged for too long can burrow deep enough to make it difficult to restore the surface. This model is in the beginning stages, and you would want to do some "sand"-blasting to remove it before painting.

How much would someone pay for one of these if it was custom painted and DCC with sound installed? Wondering if it would be worth bidding for. I'm not a Pennsy fan but just an opportunist.

That depends.  If you painted it up nice and put a decoder in it, I still wouldn't pay $5 for it unless you completely changed out
the drivetrain (not just the motors, but the whole way they drive the engine), and all the shorting problems this thing has.
But then, I'm not a "collector".  I would be buying it to run it, and run it will not unless you do some mechanical work on it.

Last buyer said it wouldn't run on the track but tested both motors and they ran. NO DRAW-BAR for the tender ???    LOL
Just happen to have an extra NJ T1 draw-bar that was in my de-skirted version I bought a few years back !

Let's see;
Who makes Pennsy style passenger cars that could be reused?
Kato.
Who has lot's of experience with 8 driver steam engines?

Who like's flashy paint schemes to apply to passenger consists and power?  (Congressional, dark green with gold strips, I don't know, were any T-1's painted in the Broadway paint scheme?)

I've dinged them a couple times about doing the T-1 in N scale.

This model is in the beginning stages, and you would want to do some "sand"-blasting to remove it before painting.

Redrot is a de-zincification of the brass, usually, but not always caused by impurities in the zinc and/or possible an electrolytic reaction.  (very old brass was made with calamine scraped from lead smelting chimneys, very red rot susceptible )

Hard to tell without looking at it in person, but I'll guess that this is surface tarnish, probably caused by outgassing of the foam cradle in the loco box.  Bad foam can cause some interesting and colorful tarnishing by releasing chemicals as it breaks down.  Recently some  batches of foam used in custom instrument cases has caused some very rapid, unusual tarnishing on high end horns, which are usually unlacquered.

Even though we all hate them BLI is probably the only way N scale will get them
