Why 
not try a mortar/pestle.  Pepper and coffee seem like rather soft materials compared to ballast.  Those have been grinding stuff down to dust since time began...

I bought a micron filter screen long ago to screen out all pieces that are 3.5" dia in N scale. But sometimes you only end up with 1/3 what you started with.
