Does anyone know of a source for commercial quantities (ie, manufacturer or distributor) of a 1.6mm or similar bipolar red/green LED, suitable for HO/N signals?

Try Digikey.  http://www.digikey.com  If DigiKey doesn't have it, they don't make it

Actually, i beg to differ. there's been a number of times i need to source replacement components for the machines at work, and digikey doesn't carry it. When that happens, i call Newark.
