I'm not sure who the dude is, but that locomotive was probably already at least five years old when the photo was taken.  The NS units did not receive the Tarwheel scheme until the mid-to late 1950's.  I don't think 1616 or 1617 ever received the Tarwheel, going straight from the as-delivered scheme with just a single strip on the cab to the gray.
