I'm going to guess on the P&LE between Connellsville and Dickerson Run... or on the Reading between Lurgan and Rutherford.  The captain seems pretty proud of his ship!

Now maybe its because I usually only work in an RS3 (sometimes a CF7 or our SW900), but does the crew ride higher in one of these then say a GP? Sure looks like it to me.

O.K., here's the info on that photo.  Taken from the Pope's Creek Railfan Guide:

Ending in April of 1981, Chessie System coal trains were routed over the Western Maryland "Dutch Line" to Fulton, Baltimore where they were turned over to Conrail.  Some of these trains were hauled by Western Maryland power all the way to Chalk Point. Attached is a rare photo of a southbound train waitng for orders at Brandywine on August 1, 1974. Standing beside the F7A #233 is Popes Creek track inspector, Buddy Beg.

Lot of interesting photos from PRR right up to today on that site.
