Heck, that looks like it would be a fun project to do in styrene, maybe with some pieces of etched brass industrial catwalks for the ramps and a couple of freight car ladders. Perfect place to put those Woodland Scenics N scale period cars.

Hmmm... I've been looking for something simple to do in N to make a short break from Z. Any other photos around to give a better view of the decks?

The world ended when 1959 ended for my UP and W&LG .

Were there any 2 story TTX or other , open air auto racks prior to 1960 , and is there a model available ?

Supposedly the first 85 foot auto racks hit the rails in 1959, but information on early TT history is very difficult to find.

89' cars started in 1961 IIRC.

Many cars were in 50 foot boxcars , and on trailer auto transporters put on flat cars . There is a white metal kit from over the pond , I have a few that I haven't assembled yet . We could use those rattle traps in an 50's era American prototype as well . That type could also be a folded etched brass kit for much of it . The rest we could get our selves , such as fifth wheel , regular wheels , and dolly wheels .

  That Frisco car has that home made look to it, however in the very late 1950's early 60"s Evans manufactured their Auto Loader, which if I recall was a complete car with two deck rack, Lionel  in O & later Athearn in HO modeled this car. Nate Goodman (Nato).

What is the difference in height between the first and second deck ?

All I have is that web grab picture . The flat deck should be about 10 feet wide , and the hole made by the structure looks to be somewhat of a rectangle . I would guess 8 feet high from the flat floor to the inside of the structure roof . Just a guess though . Looking at the roofs of the cars though , maybe 6.5 feet ot 7 .

I think the cars are 5 ft tall
the fellow on the top seems a little taller...

the rack is most likely 6 feet off the car deck
that 6 feet might be car clearance, the second deck is 6 feet 8 inches or such like...

the question is how far up is the car deck?
3.5 to 4 feet?

I can't see much etched brass though . Most of the structural
members could be made with styrene.

I chose 7ft for the second deck clearance. My desire to add intricate detail hinges on consensus of the 2nd deck composition, wood, steel plate or steel grating to see sub-floor details and cars through grating.

Base flat car at 40ft might be a problem. IIRC, Atlas A1G 2370 series was the only 40ft fishbelly flatcar. Might have to go with 50 footers unless anyone else knows a good supply.
