For smaller projects, I've been using Hot Wire Foam Factory's "Styro-Goo" to attach things to foam. I've been using it to mount servos to the underside of the foam and I'm pleased with it. I don't see any reason it can't be used for bigger projects, I just haven't done it yet.

I use the cheapest caulk available.  It holds the foam to the plywood, but easy to pop off and repair.  I use the same stuff to glue up styrofoam scenery layers- really fast and easy.

LePage PL Premium construction adhesive which is way over kill but I always seem to have a half used tube around when I need it.

Foam safe liquid nails.  But I also will put in about 9 drywall screws per 2'x2' to clamp. Weights leave voids in my experience. Once its dry any screws that are in the way can be backed out, but I just leave them if they aren't hindering anything.

Whatever you use don't use Testor's cement for plastic model's on styrofoam. When I was a dumb little kid, I had that life like ho scale campsite scene with the styrofoam boulders. I tried to glue them down then I walked away to get some Dorito's or play some video games. Next thing I knew them giant boulders melted into gray stains. I told my dad about it and he explained it was because the solvents in it attacked the styrofoam and he recommended using something gentler next time like Elmer's glue.
