
The few SDP40F's that did receive Phase III paint did not have HEP, just HEP through cables and were only used for traction like the GP40's that Amtrak leased from Helm in the early 1990's. This photo likely shows the Valpo Dummy that ran in push-pull mode with an HEP equipped locomotive on the other end (F40PH, P30CH, or one of the ex-PRR E8's rebuilt with HEP before the first F40PH's showed up). Also note the Phase I paint on the ex-CNW coaches to the left, which likely dates the photo before any of them were rebuilt as cab cars (and received Phase III paint).
Also, Kato never did the later SDP40F's as shown in this photo, nor did they offer any of the early units in Phase III paint.
