I am very late to this thread, so pardon my post if it has no relevance.
the location as I see it has to do with whether the tipple is serving a mine (i.e. underground) or a strip/mountain removing (i.e. above ground) operation
where I grew up it was mainly strip mines that dug into the side of mountains, the same being true now in WV put called something different
the conveyor that connects to the coal source needs to be located where the coal is coming from, thus if it is an incline up to the stripping of the mountain side its position on the trackplan could/would be different than if it is accessing and underground mining. this is especially true in regards to the backdrop and the width of the space where the tipple is located.
