Question for static grass experts

I am thinking of spending some of my eBay proceeds on the Noch unit.  However the areas that I want to cover already have Woodland Scenics FINE ground foam on them.  Can I apply static grass over the existing foam?

Absolutely.  We do it on ModUTrak.

That's how I actually prefer to do it.  I still use a base coat of WS blended green turf under the static grass, then per Jamie's recommendation a full strength layer of modpodge over that, then static grass while wet.  And before DKS tells me it depends on what is being modeled again, let me stress that this is for Midwestern scenery.

I bought the Scenic Express Silfor California Golden Grass tufts a few years
ago and they are great. Price is kind of high 30 bucks for a sheet. You bet
I pulled them off the last layout for use on the new one.
