This simply is not true. Brass was not only expensive, it would also be very difficult to maintain. If the end railings were brass many railroads would have the brass shining on their business cars but you won't find that either. It is simply a fallacy some model railroading manufacturer (likely AHM) added to the end of their various observation cars to make them look pretty... but you will not find brass used on prototypes.
