DOT traffic signs size / manual

There was a discusion a while about about roads and sign sizes. Someone posted a link to the US DOT traffic regulations manual but I can not find it. Does anyone have that link? There was also another link to manuals of the past (all in PDF format) from 2003, and 2000. I saved these somewhere but can't seem to find them. Any help would be appeciated.

On a related note, I was looking at the blair line signs and they seem to be a bit large. The diamond style warning signs scale out to be 48" where everything I have read indicates they should be about 36". Anyone know for sure?
