Doing more digging...

Apparently, D&H PAs were used to power the Adirondack with a mixture of D&H and Amtrak equipment in the late 1970s...

And apparently they wandered west (Through New York and likely southern Canada) as far west as Detroit.

I guess similar to Amtrak using GM&O and SCL E7s in the early years..

Certainly looks like the picture was taken in St. Thomas Ontario to me.

Definitely seems like The Adirondack in that case. If it were somewhere West or South in the US the other possibility would've been in transit to/from MK for their PA-4 rebuilds. I hope to someday pick up one of the Kato D&H PAs to run on point of one of my train show Amtrak trains with that very justification, lol. Thanks for sharing!

Bingo. And that certainly makes the PA an even better catch... no PA's on a Canadian road. Though the D&H units made it to Montreal iirc. This would be an eastbound Niagara Rainbow.
