Pennsylvania has a plastic pellet plant. It's usually not even functional, and Shell (the owner) is trying to sell it. My understand is - like everything else - it was built by the lowest bidder, and contractors cut corners, that managers OK'd not realizing why the spec existed, leading to things going boom at an alarmingly regular interval.
