3d drape effect need

Hey

Need a little 3D help.  Working on a load and I need to have a tarp or wrap put over it.  I'm just starting to transition to Blender where there's a module to do this but it's outside my skill set. I was hoping someone out there can take my STL of the horizontal stabilizer of a C-130 in N scale and cover it?  contact me @  Joe@micro-trains.com and I'll forward an image.

Assuming you have the height off the flatcar (another assumption) and any dunnage bracing, do you want it to look like loose draping falling down, or drapes with straps over the cover in specific locations, or do you want it to wrap around and under the stabilizer with loose ends draping down?  Are you modeling after a picture that you could share? 

I can give it a go, but I need a step file (.stp) that can convert into my CAD tool.
