What is this On3 critter?

I just picked up a lot of stuff including this little On3 loco, seller had no box and no info on it and I can't find the maker. It is it a Plymouth? I haven't gotten my hands on it yet, but its either brass or an extremely well put together kit.

It is a nothing. All fantasy scratch building.

The corner foot steps mimic a Davenport, but I see nothing else in there.

   should add that I wasn't knocking the model. It just does not follow any prototype.

Ok, I have it in my hands now and can look it over a little closer. First off, its actually On30. Pretty sure it is built from a kit, the upper structure is all brass but the frame is cast metal. Drive train is built up from NWSL parts with sprung axles. Motor runs when power is applied, but something is slipping and it won't move. I'm going to look into how to get it apart this evening.

Did you get the issue with it figured out Rob?  Neat looking and well built little locomotive.  If the motor runs without an issues, I'd look at the plastic gears and sprockets in the drivetrain.  One of them might be split and/or just slipping on its shaft.
