I've become a fan of Loctite Power Grab. Dries fast and holds up well.

Latex Contact cement for vinyl flooring. Brush it on both sides with a foam brush, let it tack up and stick together. Fastest thing I have found and it doesn't get hard so when carving and sanding later, you don't find crunchy spots. I've used both liquid and gel type. I use it for just about everything on foam, cork and track.

Look for DAP Weldwood Non-Flammable contact cement.

This sounds like the best option for gluing larger pieces together. I’ve used Liquid Nails for Projects (latex based) in the past, but when making changes months later, discovered the sections away from the edges in the middle never dried. It has to be exposed to air to dry apparently.

I have been using low temp hot melt.
 but.... I pre-carve my foam layers, much like the layers of a topo map.

Tite-bond needs air to cure.  Foam (most types) do not pass air at human time scales.  Use a cheap sealing caulk- works great.

Yes, I agree it sounds like the DAP Weldwood Nonflammable Contact Cement might be the best option for laminating foam. I'm eager to try it....just placed my order.
