Name that flatcar load

Can anyone tell me what the racks are for on the flat car behind the loco? The SP RS32 is switching the Sharpe Army Depot in Lathrop CA; so my initial guess is munitions racks of some sort, but I have zero experience there. Plus, the flat may not have come from or will be left at Sharpe. I can't make out the reporting marks on the flat either for a hint at its destination, but I can see that the racks seem to be one piece at their height. The only thing I have ever seen with any similarity is warehouse shelving but it makes no sense that would be shipped in even a partly assembled fashion. So, basically, this mystery has been gnawing at me since I saw the pic and I must know...

It's from RailPictures.net, according to the source code, but the link doesn't go anywhere, except to an empty directory.  Here's the image address:
