It's in bad shape (one of the panes is cracked) and it doesn't open.

The layout room definitely needs ventilation and that's the only option.

With moderate gatherings of asshats hopefully in the near future, ventilation will be key.  If I were to visit and the window not replaced, I'd probably have to mark Yes to my employment questionnaire when it asks if I attended a gathering in a poorly ventilated space.  Then I'd have to be off work until my test results came back, which could be up to 10 days.  And that wouldn't be a goo......  Wait a minute, leave that damn window alone and I'll be down tomorrow

Stuff not from HD. See if there are any lumber yards nearby that can offer something comparable in price. And in any case make sure you see the lumber yourself before you buy it. Would suck to get a whole pallet of warped boards.

At HD I can see and select (or reject) the lumber myself before buying it.
At a local lumber yard, you have to place an order and pay for it sight unseen, then drive out to the storage building to pick it up.

Can you post a picture of the offending unit?  There is no such thing as a "standard" window.  Getting something off the rack at Depot or Lowes will usually require more work than it's worth.
I can show you what to measure, where to order it from direct, and help you install it properly.

It seem pretty straight forward: remove the old one, insert the new one, get it shimmed and level, then foam and trim it in.

So I emailed Tony K to ask about how his benchwork has faired over the 10+ years it's been in place.

He hasn't had any problems.

So I'm keeping it simple.

I have, however, come around on adding a foam layer. I'm going to use 1/2" stuff since I think it will do the job just fine of both giving me the ability to do some scenery relief and most importantly: provide a non-organic base for the track to sit on.

Dimensions that are "close" don't help you if the window is bigger than the hole.
Too small, and trimming it out can be a nightmare.  You want the window unit to be within a 1/4" of the opening.
You also have to make sure, if you're buying on-line, or off the rack, what the published dimensions refer to.

Again, please post a picture of the window in question, and a close up of how the frame is installed in the wall, inside and out.  Also, is it a frame wall or a masonry wall?  Since you're in a semi basement environment, I just want to make sure.  That will influence how much of the window you'll want,need to replace.  You also have to keep in mind that you have to trim the outside, too, which is where the need to be pretty precise is more important.  More than a caulk bead of 1/8", and you're asking for potential trouble.

Vinyl replacement windows are cheap and easy to get right.  They are expensive paperweights, however, if you get them wrong.

Just looking out for your train budget!

Fun fact. After a few moments with my stud finder I discovered that the studs are on 24" centers. So 3/4" ply it is!
