Thank you for everyone's help.  Added jumper wires to the pick up and we now have a working engine.

Are the red & black wires making contact with the wheels on the tender- I have seen installs where the slide in PCB did not make contact with the tenders pick up strips. Also I never trust the way the wheels can make contact with the frame- I have been burned too many times- I isolate the motor 100% buy removing the factory motor strips to the frame and run separate wires.
I don’t care if it’s a second or third or later run. I will not install DCC in one of the Kato GS 4’s without doing this step.
