I'll defer to the WM modelers here, but that looks like a location just "downhill" (west) of the station at Highfield.  That appears to be a reservoir in the background, which lines up with the location of Ft. Ritchie.

Too bad that the thumbnail previewed that switcher on that train, because if you had watched the video without that knowledge, there would have been a few seconds that you thought that the RDC was being used as a switcher.  Oh, and a tank car next to an RDC: Ed's Law, baby!

Talk about a photo looking like a model.  The sky looks like the model railroad is located in an attic and you're actually looking at the ceiling that slopes down to a knee wall, scene is back lit from the left
