How would you guys weather this former CNW hopper?

More specifically, the worn out CNW logo and the car numbers. I was planning on using pastels for the rust and grime, but wasn't sure on how to tackle the numbers and logo.

If it were me, I'd start with Dullcote, then with a few light, concise, on the dry side washes of the logo colors, you can achieve the effect in the photo of obliterating it.
Then apply a fade coat to take that new car sheen away and make it look weather worn.
Search the forum for fade coats for some great techniques by @GaryHinshaw and @ednadolski .
Then the rust streaks can be applied with very straight up and down wide brush strokes using water base oil paints.
I'd finish with another light fade coat and finally more Dullcote.

I don’t know why those CNW heralds weathered into such a mess, but you gotta distress it before you do anything else.

What do you do to get that distressed look on the logo?

I would leave the CNW reporting marks alone
