NS to Lease Washington Secondary

I saw this scroll across my news feed this afternoon:

https://www.railwayage.com/freight/short-lines-regionals/nj-short-line-operator-expanding-with-norfolk-southern-lease/

I wonder why this trackage couldn't be swapped over to Conrail Shared Assets?  It's interesting to see how the Chesapeake and Delaware has expanded in this area since they were awarded the trackage rights for Morris County owned trackage after the Morristown and Erie lost the contract.

Thanks,

Adam

The C&D vice president came from my shortline. He's also a friend. Initially, this trackage was supposed to be the first one to become part of the C&D, but between NS and NJ Transit, it's taken a lot longer to come to fruition. I don't know the full story about the former M&E contract, but, I think, and don't quote me, but I think the local government was angry with the M&E management.
