This is great!
Something I found interesting and unexpected was using hoppers as idler cars. I realize decommissioned hoppers are used nearly everywhere as buffer cars, but as idlers for ferry loading puzzles me. I would think the whole notion of "idler flats" is done that way for a reason - given all the personnel necessary to supervise a dangerous operation, you'd want maximum visibility everywhere.
Pretty cool, I wonder what the motive power was.
On that side, it should have been a GP15 in blue. On the Cape Charles side was a GP38 (LTEX 2014) and at least one dead GP9. There was another GP9 too, dead, but I am not sure if it was on the Norfolk side or the Cape Charles side.
There was an Alco on the Little Creek side.
