how do you get a topic to be a sticky topic?

I would like to know how to get a topic to be a sticky topic?  I would like to use it in the N scale events for the 11th Ohio N-scale Weekend on May 17/18/19, 2019 and its related information.  thanks, Craig

You would have to ask the moderators. But why not just post it in the section dedicated for this: the Upcoming Events section of the N/Z forum?  Since it will be the latest post, it will stay on the top.  Usually moderators do not make threads like this sticky.
