Constant electrical power for lighting purposes

In the Railroad Model Craftsman magzine from October 2011, there is an article on modifying a DL&W RPO-Baggage by William E. Botkin.

In that article, he very briefly mentions that he uses a Vishay bridge rectifier and a super-cap(?) or capacitor(?) to provide constant, flicker-free current to light the model.

Could anybody please tell me the EXACT type and parts numbers of these two or three items mentioned?

(I don't have that issue, but I know that it is inside that issue.)

Does anybody have any experience regarding that kind of lighting?

I have a model with enough room to do the same, but I've never found an article explaining how to solder such a constant electrical power source.

Does it work with DCC? Or is it just for DC?

i am not -- by any means -- an expert on lighting and the like


fwiw...my thoughts:
it would probably require DCC as DC would vary in amount of power going to lights?
why not use the battery operated easy peasy lights from Rapido
