Our local Restore shop had a wide range of grouts.  They let me fill small zip locs for a few dollars each.

I would be very surprised if your local Home Depot or Lowes didn't have pint-sized cartons/tubs in a range of earth colours, both sanded and un-sanded.

All I've ever seen in small quantities locally is premixed. Seems central VA has large grout needs. $12 to $29 is a bit much per color.

Per John's link, I bought the Polyblend brand at a Home Depot in Vancouver.  They have it in stock at the "Intown" location in Richmond, VA*, aisle 38, bay 004:

Arizona Rock & Mineral Co. makes an "Earth" product that is made from Kaibab Limestone. It's what I used for dirt road on my Nn3 layout after sifting out the larger bits with a piece of nylon-stocking stretched over the jar I keep the stuff in. It's a nice light-tan color that would probably work great for modeling sand as well.
