I'm not sure why this is offered, as European models have such large flanges, but I though it might be of interest anyway...

The mistake you're making is in assuming that this is for RTR models. Finescale modellers accept that rolling stock wheels will need to be turned down to meet the standards.

I cant find finished turnouts.... All I can find is free shipping on orders over 160 Euro....
Photos would also be helpful.

Why not use Google translate to view the page in any language you want?  For me it usually does good enough of a job.  I guess Chrome browser will automatically translate (I don't use it).

Rather curious... would be nice if Code 40 turnouts were available as well as some of the more specialized turnouts in Code 55 but even with Google Translate there is some things not defined, making it a bit more difficult to determine what exactly you are getting...

I checked out the page. They are selling ties, precut PCB ties. If you use the drop down menu, you will see that you also can order the template. There templates cover pre-federal German Railroad as well as modern switches but with accurate angles.
