Need help identifying a drop center flat make

Hello All, I came across this great little drop center flat at a local hobby shop for a fiver.  I was wondering if anyone knew its origins.  I am guessing here but it looks like a GHQ pewter model. It is very hefty for its small length of 38 scale feet.  Not expertly done by its modeler, but decent enough to weather the crap out of to hide its flaws.

There were four, I bought two and the other two had badly applied NYC decals, so I am wondering also if it is an NYC proto or a total foob.

I have an unbuilt two car kit, GHQ 50-006, which came with NYC decals and an assurance that "....every model from GHQ is a ..........model of an important prototype...". Based on my experience with GHQ, I'm tempted to believe it, but I'm not a Central modeler.
My beef with the model is that it should by definition ride just above the rails. I'm thinking that to lower the car would involve small flange 33" (or even unprototypical 28") wheels and moving the bolster slightly outward to clear. And then there's the couplers to fit at the right height, between the wheelsets.... hmmm

How do you know 28" wheels would be unprototypical?

NYC did have at least one very similar car.

edit:  Here's the shop diagram of the NYC car if you want to compare it to the model.  The wheels are listed as 28".

It looks like the GHQ as everyone has chimed in about and I have the article with and unbuilt one I haven't gotten to , if you want a copy pm me and I'll see if I can find it and I'll take a picture and send it to you . I believe it was a mr article about detailing and the build when they came out not 100% positive I'll have to locate it.

The August, 2001 issue of MR has an article by Keith Kohlmann about building and lowering the GHQ kit...
It's definitely worth checking out if you have the issue or access to the archives, and it includes a photo of
the CNW prototype on which he based his model. (It looks pretty darn close)

The car is also close to a NH prototype, tho it needs brakewheel stands instead of just staff types. The NH decals that come with it aren't correct, but the flatcar decals on the MicroScale NH freight car set 60-1436 work very well.

  add Lackawanna/EL to the list of owners.
   according to ECW the car is a Commonwealth Cast Steel KS-90.
  ECW did a plastic kit in the 90s in HO.
  they included a list of owners on the instruction sheet.
  no road had a large fleet of these cars.

The NH prototype is similar but not exact. The number of side ribs are different in addition to the brake stands.

My understanding is that the kit was based on the CNW prototype.
