Bachmann F7A decoder?

A friend of mine recently bought a used Bachman F7.  It was supposedly from a train set.  Research indicated that the train set locos do not come DCC but the individual locos do. This loco does not run in DCC, but runs fine in DC.  After removing the shell it was found to have a very complex circuit board (see the fifth photo on Spookshows page about his loco, photo matches exactly).  On Spookshows page, it says this is a decoder.  Thus is the decoder somehow bypassed,  and if so is there a way to activate it?

are the wires to motor traceable to the circuit board?
are they connected to that board in the correct place?
