There are these:https://www.fastenal.com/web/products/details/0704700They are for a size 0 screw (like an 0-80), but I couldn't find any for a 00 screw.... and I vote +1 for just soldering the wire to a brass 00-90 washer, or a phosphor bronze NWSL thrust washer, which they make in a variety of tiny sizes that would suit a 00-90 screw.
Richie, why are you insisting on phosphor bronze? You only need good electrical contact and low resistance. Plain old brass (or even copper) would work perfectly well. From Wikipedia: Phosphor bronze is used for springs, bolts and various other items used in situations where resistance to fatigue, wear and chemical corrosion are required (e.g., a ship's propellers in a marine environment).
Not insisting , just it would be stronger when it is thinner .
At the size you're talking about, 0.005" brass should work just fine. After all, what gauge wire will be attached to it? It will have to be pretty thin. 30 AWG? The wire will break before the terminal will get damaged.
